A nonconforming part does not get a vote. The three people who have to agree on what happens to it, quality engineering, manufacturing engineering, and design engineering, do, and right now that agreement happens over email, over a hallway conversation, or not at the same time at all.

An NCR opens when a part, lot, or process fails to meet spec, but the number on the tag is not the hard part. The hard part is disposition: use-as-is, repair, rework, scrap, or return to supplier, each carrying a different risk and a different sign-off requirement, and each needing concurrence from every function with a stake in the part before it moves again. Without a defined board and a recorded quorum, a disposition decided by one engineer under time pressure looks the same on paper as one the full board actually reviewed.
