A test pack holds pressure for two hours or it doesn't. There's no version of a hydrostatic test that's partly successful.

A piping system or vessel isn't ready for service until it's proven its integrity under test pressure, typically one and a half times design pressure, held for a set duration, with no drop beyond what temperature correction allows.
